Skype call to phone showing as restricted?

I have 60 Skype mins with my Office subscription. I was going to have my kids use it to make calls from there data only device. The problem I’m having is that the call shows up as restricted to the person they are calling. That wouldn’t be that big of a deal other than the phone does not ring either. Any ideas on why this is not working? Does it depend on the setting of the phone receiving the call? Thanks
