Pretty sure all that have USB C ports support usb charging, and it is not slow as long as you have the right power supply. The Surface Book 2 supports PD up to the max 100w, as the stock charger provided 95w, so you actually can charger faster, now the Book 3 I think is 120w so over usb C it would be slower even at the max 100w, but decent. Now if you are trying to use your 18w or even 45w usb c charge yea it will be slow, but if you are like me and have a 100w charger its pretty good, though I prefer to use the stock charger as it leaves the usb port available for usb devices, displays and more
