Edge downloads takes all my download speeds

Hi,

Is there a way in Edge (I have to turn off everything on there, so it’s fine after doing that) to limit how much download speeds? I am trying to download this new Windows preview but cannot watch YouTube simultaneously.

When I pause the download, I can resume watching YouTube. I don’t understand how to make it do both.
