Intel future competitiveness

When Apple moved to their own arm chips on the Mac, battery life magically improved significantly. Can Intel match this power/performance ratio with their current future designs? I’m asking this as I watch Intel announce they are laying off 15% of their employees and watch the stock drop 27% today.
