Restore folders on login windows 11

Hello,

I just got an new PC and just installed Windows 11 Pro. I have gone into the folder settings and checked the box to restore folders on login. However, it doesn’t work on any account on the computer. Everything I can find online says this was an issue in 22H2 when they introduced the tabs, but is should be fixed in 23H2 which is the version installed. Anyone else have this issue or more critically anyone have a solution to make this work again?
