OneNote Web Clipper disabled

So, on every browser where I have it installed, I am seeing the error “OneNote Web Clipper is disabled”. Clicking on it brings a notification: To re-enable it, accept the new permissions…but nowhere can I find what these new permissions are.

A quick check online does not seem to turn up any mention of changes to the permissions. Just wondering if this is being caused by a change in how Chromium based browsers handle extensions, or whether Microsoft has suddenly made the permissions more onerous.
