
Microsoft is planning to introduce monthly usage limits on Xbox Cloud Gaming for all Game Pass members in November. There will be a maximum of 15 hours of cloud gaming per month for Game Pass Ultimate members, though Microsoft will allow members to purchase additional cloud playtime through the Xbox Store. Moreover, it will also become possible to use Xbox Cloud Gaming without a Game Pass subscription.
Xbox Cloud Gaming officially went out of beta back in October 2025, when Microsoft also made the game streaming service available on all Game Pass tiers (with different quality levels). However, making Xbox Cloud Gaming unlimited for all Game Pass members probably wasn’t sustainable in the long run.
“We’re introducing this model because the cost of providing cloud gaming grows as more people use it and play for longer. Moving to monthly limits allows us to keep offering the service while continuing to invest in its reliability and performance,” the Xbox team said today.
While Microsoft acknowledged that ”for some players the practical result is a higher cost,” the company expects the change to only impact “4% of Game Pass subscribers.” The Xbox team also said that it will listen closely to player feedback before and after the change takes effect and share any adjustments we make.”
Starting in November, Game Pass Essential members will have just 5 hours of cloud gaming per month with their subscription. Microsoft will raise that to 10 hours per month with a Game Pass Premium subscription, and 15 hours on the Ultimate tier. As I mentioned earlier, Game Pass members will be able to purchase more hours on the Xbox Store, though Microsoft said that “available hours, purchasing options, and cloud gaming features may vary by market.” The Xbox team also isn’t ready yet to share pricing details.
The other big change for Xbox Cloud Gaming is that the service will become available without a Game Pass subscription, with a pay-as-you-go business model. “Players will be able to purchase cloud playtime hours through the XBOX Store and stream eligible games they own on supported devices. This will provide another option for people who want occasional access to cloud gaming or do not want a recurring Game Pass subscription,” the Xbox team said.
Microsoft sees Xbox Cloud Gaming as an alternative to purchasing a current-gen Xbox console in markets where they’re expensive or hard to find. The streaming service is also available on Xbox One consoles, allowing gamers to play current-gen games without upgrading.
