Google is Tweaking its Android Developer Verification Requirements to Add New Sideloading Process

Google announced yesterday an update to the new Android developer verification requirements it initially announced in August. To improve security, the company said in the summer that it would soon require all Android apps distributed outside of the Play Store to be registered by verified developers. In practice, this means that all developers will need to share their legal name, address, email, and other personal details with Google.

This change was met with some backlash from developers and Android users who saw it as Google trying to restrict app sideloading on Android. While the company is still going forward with its Android developer verification plans, Google will be making an exception for “experienced users”, with a new process for installing unverified apps.

“We are building a new advanced flow that allows experienced users to accept the risks of installing software that isn’t verified. We are designing this flow specifically to resist coercion, ensuring that users aren’t tricked into bypassing these safety checks while under pressure from a scammer. It will also include clear warnings to ensure users fully understand the risks involved, but ultimately, it puts the choice in their hands,” Google said yesterday.

Google plans to share more details about this new process for sideloading unverified Android apps in the coming months. Additionally, the company is also working on a new account type for students and hobbyists interested in distributing their Android apps to a small number of users without the hassle of going through the full verification requirements.

Still, Google did launch yesterday an early access version of its new developer verification process for developers who distribute their apps exclusively outside of the Play Store. To get verified, developers will need to verify their identity and register their package names in the Android Developer Console. This new verification process will be opened for all developers in March 2026, and the verification requirements will first go into effect in Brazil, Indonesia, Singapore, and Thailand in September 2026.
