Apple ID & Privacy Continue button

Another example of apple not caring about non-Apple hardware users.

I have a Apple TV Plus subscription and want to rent a movie which needs to be done through iTunes. When I try to login to iTunes on my PC it directs me to go to appleid.apple.com. It doesn’t specify why I need to do this but the process at appleid.apple.com seems to indicate that my Apple TV Plus account isn’t an Apple ID and this site is used to convert it to an Apple ID.

Except that the Continue button on the Apple ID and Privacy page is broken. After verifying your email, credit card and phone number you are unable to get past the Apple ID and Privacy page. No matter how many times you click the Continue button on this page nothing happens.

A Google search finds that this issue has been ongoing for at least a year with reddit posts noting the only solution is to login to iTunes or the App store on a iPhone, iPad, or Mac. No of these do I have or have access to. One redditer noted they went to their local Apple store and asked to use a demo phone to complete the process. Another option not available to me in rural Canada.
