Issues with subscription and PayPal

Anyone else getting this? I lost premium access because my subscription didn’t auto renew on the 21st. I went to manually pay in the Thurrott.com billing settings, and received an error stating “payee account restricted”

Has anyone else seen this? Or anyone from the site able to confirm there are issues?
