Must have missed or dismissed this. Found a Consumer Reports article from Feb 21, earlier this year:
https://www.consumerreports.org/electronics/electronic-product-recalls/dynabook-recalls-ac-adapters-for-toshiba-laptops-fire-hazard-a5215227841/
When I retrieved an older Toshiba laptop for its monthly update, I noticed a “system update” from Dynabook. Upon restarting for the update, a dialog box appeared announcing a recall notice with a link to the recall website. The site provided detailed explanations, including a FAQ section and a list of affected part/serial numbers. This is a free replacement service. Registering for the recall triggers an email instructing to cut off the DC end of the adapter (while keeping the AC cable for the replacement) and to take a photo of the barcode. A replacement is promised within 2-4 weeks.
