Legal issues – ARM and x86/x64 emulation

Does anyone know what ever happened to those legal concerns of ARM emulating x86 and x64?

At one point there was concern that it couldn’t be done without legal issues.

Is it simply a matter of the patents having expired now and there not being big concerns about the various extensions that have been built on top of x64 that may still be protected?

Or is Windows doing translation like Rosetta, and maybe that’s different from a legal standpoint? Assuming Windows is what’s doing the translation/emulation…
