Previously registered Outlook.com Premium accounts that got a custom domain and domain email are still active, but you can't get a new account that includes domain email without going to at least Business Essentials ($5 per month) as far as I know. In any case, Business Essentials pretty much duplicates what you got with Outlook.com Premium. Can't speak specifically to the current state of Outlook.com Premium, but when I tried it when it first came out I was not impressed and quickly moved on to another service. It was very limited for the price, and being tied to GoDaddy isn't good.

You can easily reach real human beings (remember them?) who will work with you to solve your problem. Our office runs on Office 365.
