Rules in Outlook dot com

I have set up numerous sweeps and rules in my Outlook dot com account. Absolutely none of them seem to work.

Is this standard operating practice, or am I the exception here?

If they are looking for what folks would want out of AI applied to their email, it would seem this is a better place to look than trying to force people to use “Focused Inbox”.
