Captcha and loop when trying to create Microsoft account

I recently purchased a new PC with Windows 11 and have it set up with my Microsoft account. I’m trying to create a Microsoft account for my wife who does not have one.

I tried creating a new one with her email on the accounts.microsoft.com site. It asked me to solve a captcha involving selecting the correct answer to five simple graphic puzzles. I know that the answers (at least on the second try) were correct, but it keeps forcing us to go through the process again, even after getting a confirmation code in her email.

I’ve given up trying for now.

Would I be better off just letting Microsoft assign her an outlook.com email, or trying to set up a new Microsoft account using the Family app in Windows (I have a Family Microsoft 365 subscription)?
