[HELP] The strangest bug since patch Tuesday!?

Since Patch Tuesday;

I am having trouble fixing my Windows clock. The time is delayed by exactly one hour, even though I am in the EST time zone. Before this issue, my laptop’s time was accurate. 

Normally, my laptop is very responsive, which helps me work more efficiently. It could just be my imagination, but that’s how it feels.

Can anyone help me figure out what’s happening and how to fix it?
