Help with How to link Phone to PC

I am trying to link my Moto Z2 to my Windows 10 laptop. I have Launcher, Edge & Cortana already installed on the phone, I selected the Phone setting on the PC and went through the link phone path. I clicked the link sent in text message on phone. Every App in the Phone settings remains grayed out. Is there something else I am supposed to do to activate the sync between my phone and PC?
