Microsoft Taketh Away Seconds

I just noticed this morning that my seconds have vanished. My computer was off most of yesterday due to a scheduled power outage. I didn’t notice anything last night, but this morning I have no seconds. I checked the taskbar behaviors and there is no option for seconds. I have has them since the June Updates. I use WUMgr on this device and I haven’t installed any of the July updates yet. Anyone else get fleeced of their Seconds after they were there?
