problem with time on win11

Hi guys,

I recently upgraded my main desktop PC and I had no choice but to run windows 11 on it, in spite of the fact that I would really have wanted to continue using win10. Everything is working ok with the exception of one thing that is driving me crazy. The clock of my computer is one hour behind at every restart. If I sync it manually it goes back to the correct time. I tried disabling the automatic sync, automatic DST, automatic timezone, all possible combinations to no avail. At restart automatic sync re-enables itself and the windows clock is still one hour behind until my manual intervention. I checked the bios and everything seems fine. Moreover I have a dual boot ubuntu installation on the same machine with time sync working perfectly. I tried searching a bit online and there so many forum/support messages about similar issues that I could not find a solution. Does any of you recognize this behavior and knows how to fix it?
