Problems with audio and video sync

Recently I have begun to notice that when I watch a video the voice and motion gets out of sync. Is it just me? I can stop the video and then restart and it will be in sync but then it goes out of sync a short time after. I thought it was because of how much I was doing. Music, video, Edge, etc. but not sure.

Does this happen with all kinds of video (streaming, optical disks, local files, files over a network)?

Does this happen with all players (in a browser, in the built in player, a 3rd party app, etc.)?

Do you have any unusual playback conditions (3rd party codecs installed, graphics drivers you can't update, etc)?

I haven't had sync issues in years. The last time I can remember AV sync issues was back in the XP days. Even on my super low end Atom-based Windows 10 tablet today, I don't have this problem. So I highly doubt it's got anything to do with Windows.

In reply to evox81:

I've noticed this just recently. It was happening with videos I was streaming in browser. Nothing special on the machine as far as codecs and graphic drivers. Will have to try other things you suggest to see if that is also experiencing issues.
