Qualcomm, super confusing Windows Weekly discussion

This week’s lengthy discussion of Qualcomm is very confusing. It does not have to be this way. Here is my take. There are two parts of ARM: the instruction set and the reference design and implementation. What Qualcomm is doing now is to use its own chip design for the ARM instruction set. This is what Apple does. Similarly, intel and AMD support the same instruction set with different chip design.
