Stopping Windows Update

So… Microsoft says to stop the Windows Update and Delivery Optimization services to correct the issue of new builds not installing…

It refuses to stop the Windows Update service. So what do I do if apparently the service “can’t” stop? I get Error 1053. Why? Why doesn’t the service simple do as instructed? If the user instructs it to stop…

… why doesn’t it stop immediately? I’m the damn user, so why am I not obeyed?
