Windows Insider Builds don’t configure updates?

Anyone else testing out Windows Insider Fast ring build having issues with the latest builds where configuring of updates does not complete and the system reboots like new build wasn’t even downloaded and installed by Windows Update? I’ve had this occur with 18317 and now 18323 on my Venue 8 Pro. Even making an ISO and trying to in-place upgrade doesn’t work.

I have a Venue 8 and it won't install. Not sure if it is lack of drive space or the machine is just not upgradeable. I just retired an older laptop because it would not go past 1803. So maybe you have the same issues.

My Surface Pro 4 had the issue on the previous few builds where it took many attempts but it eventually got past this when I kept trying again and installed the build. The latest build (18323) installed first time lucky.

I've had the issue on another PC as well so think this bit was a bit temperamental. I also noticed the first part where Windows Update installs and configures before the reboot was slowing the PCs down whilst I didn't notice that on any previous builds.
