why is forza always so expensive?

I did purchase a couple Forza titles, but got most of them free, back in the day they would I guess license either the cars or the music for just a couple of years. So after that time from release they would put it up for free through Games with Gold right before releasing a newer version, and the add-on pack would be heavy discounted, something like $20 for all cards and expansion packs.
