    Microsoft & Amazon announced (leaked) that Cortana/Alexa integration to steal Google's thunder on the same day of some event when Google was making a bunch of big announcements for OK Google. So, it could be that they just announced vaporware, not something they had actually started any work on, at that time. It could also be that Microsoft realized later after subsequent um, disclosures that they were being double crossed. Bezos is a Wall Street shark, and you have in the green corner over here, Nadella. In any case, Microsoft has bigger AI problems than integrating with Alexa. If Cortana can't really do anything, and you are integrating with Alexa, then the only thing it is a pathway for Alexa to become the Windows 10 AI Assistant, killing all Cortana potential. Kind of like how Microsoft became the OS on IBM machines.
