Facebook is forcing EU citizens to adhere to Facebook's privacy regulations, that is illegal under GDPR, you cannot force people to adhere to changes in terms and conditions, the users can continue with the old terms and the company has to suck it up and adjust to people using the old terms as well as new users using the new terms.

Compliance with GDPR has nothing to do with privacy policy, or rather not everything. Facebook, for example, wants to keep collecting all that lovely information about people, so they are changing their rules to allow them to collect more information, by using opt out for a lot of things.

Opt out is illegal, it has to be opt in and, as above, it is illegal to force people to accept changes to terms and conditions.
