FWIW, the last time I sat in a court room during voire dire, the jury clerk had ordered us before going in, and I hadn’t filled out or submitted a questionaire. Granted in California rather than Ohio, but I wouldn’t read much into where you were sitting.

In Germany, not stopping at the scene of an accident (even if you aren’t involved), to see if people need help falls under "failure to render assistance" and will be enforced, if you are seen not stopping after the accident – if there are already people at the scene looking after those injured, stopping and asking if they need further assistance is enough, then driving on when you receive a negative answer is fine.

That is also why it is a legal requirement to have a current 1st Aid Kit in the car (i.e. it hasn’t reached its use-by date). You also have to absolve a full 1st Aid course as part of your driving license test.

Fleeing the scene, if you are involved is illegal and has a more repercussions on the sentencing than staying at the scene.

If you are a passenger in the fleeing vehicle, you must call the emergency services at the earliest opportunity (ambulance & fire), if there are (suspected) injuries. You must also report the incident to the police as soon as possible, although you don’t have to name the driver when you report it.

You are required to name the driver, if the police directly ask you who was driving. The same, if you are called as a witness in court and asked who was driving the vehicle that fled the scene.
