That’s not enough available storage to meet the minimum specs. If laptops with 32GB of storage cannot be upgraded, it probably won’t be offered Windows 11, but will still get Windows 10 updates.

There’s a documented method to install feature upgrades on devices with tiny disk drives using two USB flash drives. The following is not a link to that article, but it’s a related Microsoft reference that may help:

support.microsoft.com/en-us/windows/free-up-space-for-windows-10-updates-429b12ba-f514-be0b-4924-ca6d16fa1d65

In my opinion, cheap Windows 10 devices with such small disk drives should be considered as "throw away" devices not suitable for long term use. Otherwise, they can become a support nightmare.

I have an Asus T100 tablet with an Atom processor, 2GB of RAM and 32GB of eMMC memory. It is running 20H1, which it got via Windows Update…surprisingly. It should not have worked but it did. It has not been offered 21H1. I do keep the C: drive as empty as possible, having all user files moved to a micro-SD card.

It is actually not a bad little tablet, though the keyboard is a crime against humanity, being both cramped and having the arrow keys to the right of SHIFT and below RETURN, which insures text is input in the wrong location.
