Windows 11 on Xeon E5-2640 Processor

Apparently, Windows 11 is compatible with a Sandy Bridge era, Xeon E5-2640 processor.

The upgrade offer was made available to download. I am not sure if this is just a goof? I haven’t tried to install it yet.

Has anyone here been offered Windows 11, off the official list?
