What recourse is there for clearly fraudulent behavior from online-only companies like Google?

I’m a Google Fi customer, and there’s a promotion for the Pixel Fold where they subsidize $700 on the phone if you buy it and stay a customer for 24 months. When you’re going through the check out, the promotion text says “you must be an existing google fi customer and be part of your group plan.” You can see that on the website today.

However, Google Fi doesn’t honor the promotion, stating you have to be a new customer. Except…it doesn’t say that. In fact, it doesn’t even mention a new customer.

So, what do you do? I’m sending the phone back, but have a promotion and then not honoring the terms seems like it should be illegal. But if I do a charge back, they’ll cancel me, which gets rid of all of my Google content.

Does anybody have experience in this? Do you complain to the state attorney general? Do they actually act on these things?
