Windows Insider won’t go away?

So I just made a clean installation of Windows 1803, logged in with my Microsoft Account etc. and noticed in the settings under Diagnostics and Feedback that the option How often should Windows ask for feedback is grayed out and it says that Windows Insider is managing this setting.

The PC is not enrolled in the Insider program, although was on a previous installation with this Microsoft account. Is there a way to opt-out of Insider fully?

I've never seen this. But since you just reset, could you reset it again and see if that changes it? An Insider enrollment should never live through a reset.
