First, we know absolutely nothing about the contents of this update, which will eventually be described by KB3176929. Obviously, it’s only bug fixes.
Second, this update is currently heading out to all Windows Insider rings—Fast, Slow, and Release Preview—but it will presumably start heading out to mainstream users alongside the public release of the Anniversary Update. Which is rolling out today.
And third, unlike previous cumulative updates for Windows 10 version 1607, this one appears to be only for PCs, for now, and not Mobile.
Microsoft shipped the first cumulative update for Windows 10 version 1607 about ten days ago. It followed that up with a second cumulative update just a few days later, one week ago today.
