Recovery Drive

Before getting started with any of the recovery tools included with Windows 11, you should consider creating a USB-based recovery drive that can be used to boot your PC into the Windows Recovery Environment. This is important because it can be used when your PC isn't starting up normally, or at all, and you need to troubleshoot the problem.
That said, there's a better alternative: if you create USB-based Windows 11 installation media using the instructions in Create Windows 11 Install Media, then you won't need a separate recovery drive: that USB drive can be used as a recovery drive too. We strongly recommend you create and keep at the ready a Windows 11 install drive instead.
Create a recovery drive
To create a recovery drive, use Search: type recovery and select "Create a recovery drive" from the results pane. The Recovery Drive wizard appears.

In this initial window, you will see an option titled "Back up system files to the recovery drive." It's enabled by default, and if you leave it as-is, you'll need a larger USB flash drive. But there's a big benefit to this option: you'll be able to use Reset this PC from the recovery drive in addition to accessing the other Windows Recovery Environment tools. We recommend you do so.
The minimum size for recovery drive media without the recovery partition is 256 MB. If you opt to include the recovery partition, you'll need a disk with a capacity of at least 16 GB.
Select the Next button.

In the next phase of the wizard, you will select a USB flash drive and then be warned that the contents of the drive, if any, will be deleted during the creation process. Click Next and the recovery drive is created.
Boot your PC with the recovery drive
To use the recovery drive, you will need to interrupt your PC's normal boot procedure and then select the USB-based recovery drive from a menu. Or, you can configure it to boot from USB-based media before its internal storage. Since this process varies from PC to PC, please consult your PC's documentation or our overlords at Google.

When you boot with a recovery drive, you are first presented with a screen in which you choose your keyboard layout. Then, the "Choose an option" screen will appear.

Here, you can use "Recover from a drive" to reinstall Windows 11 using the recovery drive or "Troubleshoot" to view the available repair and recovery tools.
Use Windows 11 installation media as a recovery drive
If you are using your Windows 11 installation media as a recovery drive, the process is similar but you have a few additional steps: when the PC boots using this drive, it runs the Windows Setup application. Click "Next" in the first screen and then choose the "Repair your computer" link (and not "Install now") on the second screen.

In the "Choose an option" screen that appears, select "Troubleshoot" to view the available repair and recovery tools.
